Is Magician supposed to be an Ultimate version of a 616 character? Because if he is, I can't figure out who....

He seems almost like a mini Jaspers in his first apperance but after that he kinda tones it down.

Addendum:

Magician is not allowed to use his powers on Longshot directly.

Could someone at least tell me if this would be spite?
