what villain is garners the most respect and fear from other villains (and even heroes) in their company? i'm not looking for cosmic baddies and such, just the more grounded earth based criminals and villains.

They tolerate him, because he's the anti-Batman, but Lex, Grodd, and most any other villian but Quinn treats him like a loose cannon annoyance, because he is.

He's respected as ruler of his own sovereign nation; thus he shows up in diplomatic-focused events, like with the X-men in Krakoa's Hellfire Gala.
