The OBA is supposedly equal to OBA and has beings like Memphis Mephisto terrified. Both of these characters are featless from what I've seen except Darkseid fall.

Why can't we use feats from a weaker Darkseid, and then scale upwards?

Who said you can't? I don't see a problem with that (outside of using any amps he received).

The fact that you said you've not seen anything from DS.

But he can do everything a weaker version can do, while TOBA has no feats (as you say).

So he automatically wins.
