Marshal Law - badass goverment vigilante of the future; goes after insane renegade superheroes and guns them down or brings them in. Has a hate-on for any superhero. Once took on and whupped an intentional clone of the Punisher, The Pulverizer.

Frank wins via guerilla warfare, since his almost all-black outfit is much more suited to blending in than that ridiculous getup. In typical "cheat like hell" Punisher style, he picks off the flashy nitwit from a block away.

It's Marshal Law who will be up higher, flying in his eagle car; he'll swoop down on Frank and probably introduce himself like "I hate all you costumed a**holes."
That's after he jacks an electro-shock in Frank's anus, to start.

You're making some cool threads roughrider. Marshall Law rules! And he whips Frank. Marshall Law has a pretty good advantage being unable to feel pain here. Even if they were even (and I'm pretty sure Law is better.) That would put him over the top.
