Not at all. Magneto is Silver Surfer-Lite. Any and everything Mags can do SS can do with the power cosmic but to a greater extent. Magneto cant stand against Galactus or Phoenix what are you talking about. You need to remember to look at the circumstances behind such events. Mags is outclassed here.

They've also made claims of Mags putting up fights against light speed characters before...

I take it you're referring to the likes of Superman? If Mags has a shield up like he usually does as a precaution anyway then i dont see why he cant fight against characters who move at light speed. As long as theyre not ridiculously powerful cosmic types. Earth based speedsters in that category can be taken out under the conditions stated.

It's the Surfer all the way here.

SS wins. But who knows, how the things are going, I think in future there will be more mutants that will handle SS and Magneto will be one of them.

Magneto will win, he's far more deadly and will squeeze more juice out of his powers than Surfer

I did a thread no too long ago that was Silver Surfer versus Magneto and Graviton. If I remember correctly, opinions seemd pretty split on who would win. Still, no one actually posted a way for either of them to really hurt SS. I'm going with the guy on the cosmic boogy board myself.

magneto could very well drain the energy from surfer or manipulate the very metallic parts of surfer and his board

If by best you mean the imaginary CBR version of surfer that doesn't exist in reality, then sure. Otherwise, surfer has got way too much showings like these to call them low showings. You mean when he explicitly needed to drain hulk to escape galactus' barrier and the other time wanted to cure him? Magneto beating or stalemating a highly amped IM with prep is an average showings.

How fast can mags drain this energy though? He doesn't really have cosmic awareness either. In that instance I guess it would come down to whether you think surfer's manipulation>magneto's. Basically an energy tug-o-war. I guess that's 9/10 for surfer. Maybe 8.

Magnus drained phoenix. He can also see and sense every form of EM spectrum. It would be easy for him to just bend all radiation away from surfer and yes magneto's control over EM spectrum>Surfer's. Surfer would resist it though and coupled with his strength, speed and energy powers and eric's lack of durability out of shields would make surfer win 7/10.

Somehow I doubt that. Norrin was able to gather energy from all over the entire universe once.
