Why didnt Qui-Gon or Quinlan Vos notice each other while on Tatooine? They're both Jedi. Shouldnt they recognize? i mean they could have at least acted as if they know each other, maybe like "hi" or "wat are you doing?"

The character's look came first, not his back story/plot.

I don't know much about Vos, besides the fact he was one of the only Jedi to have used Makashi.

I think that Qui-Gon did notice Qui-Lan. He knew he was there. It didn't show it in the film, but they actally had a two second conversation.
