the JLA or off in deep space so its up to the JSA to put an end to these monsterous killing machines. To win they have to kill or knockout for at least a minute every person on the other team

Well... Flash is of course too fast for all of them.
Fate could lock them in his amulet, if not his spells are still able to kill most of them.
And Sentinal, the old GL, IS magic, the embodiment of the StarHeart... he threw down with ION, so in good writing, he handles all of these characters with ease.

Yeah, properly written the JSA is every bit as powerful as the JLA and moreso because they have quite a bit of magic and a better GL (unless Hal comes back to the JLA). They definitely couldn't out-brute their opponents here (Supes, WW, and MM are better than Powergirl and Atom S.) but they make up for it with Flash, Fate and Alan.

In a comic, any of these would probably be written to give the JSA trouble (they do have a lot of street-type people after all), but the JSA could pull it out after some casualties to the lesser members.

Hasn't DD been portrayed as being able to beat the JSA himself?

Probably depends on which version of DD. The one that killed Supes was basically Superman's equal. Superman can't beat the JSA alone.

Since the JLA is the more popular team they are portrayed as the powerful one....so yeah, maybe DD was shown to beat them. But Dr. Fate and Alan can throw down with Supes any day, and some of the others aren't slouches either.

Alan Scott did not throw down with Ion. He fought an amped up Kyle and won only because Kyle let his guard down. Ion would smite Alan. Verily.
