Psylocke unless Rachel goes Phoenix crazy or something.

Psylocke's TKE is way more powerful than Rachel's (who is better with the fine tune control of her TKE.)

Rachel's telepathy is the only thing she has going for her; too bad Psylocke is immune to all forms of telepathy.
