Havok, hands down. He would own cyclops in 2 blasts, one to deflect cyclops' beam and the other to blow cyclops wide open.

Cyclops is a better h2h fighter, though. So, he'd win.

This was shown back after Havoc went through the Seige Perilous and wound up as a guard on Genosha, they foughtand Cyclops gained the upper hand, until he was distracted by hodge and Alex grabbed a gun and blasted Cyclops. . . Had him held like when they were kids and jumped from the plane. . .

This has been done a few times before.
