This can only be explained as a fault in the host. Many times through the Spectre's series, the HOST will get attacked in some odd way or another, .. the Spectre-Force is unable to act during this without the human host as a judge for the guilty.
You'll notice the moment he got free, BOOM, the storyline was over?
Or that in Day of Vengeance, the Imp didn't want to fight the Spectre, and pretty much knew it was hopeless, Spectre said "i'll give you one warning..." then he just banished the 5th dimension imp?

However, he IS still a universal level threat.

No way he gets past Mxy.
Mxy should be #1 on that list.
