Well.... Batroc is a master in savate, or French kickboxing. The Eel is basically just a gymnast with some boxing moves, but he's got a suit that slicked up so straight blows will just slide off.

I would say batroc the leaper, He was olympic level athlete and a pretty good martial artist he held his own against hawkeye and cap at the same time.
