The penis doesnt shrink ; Its the sack that draws itself closer.

Our sack needs a lower temperature than our bodies' temperature , which is a degree or two lower from the 36.7. to produce viable sperm.

When you enter cold water the nut sack retreats to compensate for the drop in temperaure. Its like a thermostat.
