Superman has proven time and time again that he can perform lots of actions in the time it takes for someone to think a single thought.

He could walk up to Xavier and snap his neck before Xavier could begin to attack him mentally. smile

Prof. X will fare worse against the Surfer. Norrin's telepathic defenses would likely cause any mental attack to backfire.

There is a very simple way of looking at this, and one that provides a VERY clear answer as to who would win.

The speed of a human thought, based on the speed of a nerve impulse, is between 2MPH to an insane 250MPH.
The difference in speed depends on the type of impulse, plus the type of nerve it is travelling through.
For example in a myelinated nerve fiber, an impulse can travel at the 250MOH listed.
Also note that pain travels much slower than touch .....for instance if you bang your finger in a door you will feel the 'touch' of the door VIRTUALLY instantly (actually not instantly but at the speed of 200-390 FEET PER SECOND, which to a HUMAN is instant), but the PAIN will take around 3 seconds to get to you since they travel at 2 feet per second.

Thus a nerve impulse can be said to have a top speed of around 250MPH, or say 367 feet per second (some have higher, many have lower).

Now, Superman (post-crisis) can move at almost the speed of light (several times he has been shown breaching the speed of light, but for now let's assume he moves at just a fraction under the speed of light).

Thus:

a) Superman at the speed of light:
In MPH: 670 ,616 ,629 miles per hour, or 983 571 056 feet per second

Now, compare that with what the fastest human nerve impulse can move at .....250MPH,or 367 FPS.

Do you know that means that the FASTEST human thought is MILLIONS of times slower than the speed at which Superman can move?
Do you realize that means that, even if Xavier could INSTANTLY mind-control Superman (which wouldn't happen since Superman requires a lot of effort to even break into his mind, and thus it would take some time to access Kal-El's brain) ....but anyways, assuming Xavier could instantly control Supes, it still wouldn't happen. Superman would be on him so fast that the result would be the same.

Now, let's assume that Superman is pretending to be a 110yr old Chinese great-grandma, and thus decides not to go as fast as he can.
He decides, instead, to move at 0.0001 (0.01%) of his max speed.
Do you know how fast that is?

That is, in MPH, 67 061.6629 mph; and in FPS 98 357.1056 feet per second.

That is Superman moving at 0.01 PERCENT of the speed of light.

Goodness, Superman could move at 0.001Percent the speed of light and still be totally THOUSANDS of times faster than the fastest nerve impulse can move.

Superman 10/10.


Now, the second part of the question was Silver Surfer versus Xavier.
Well, this is even easier than the Superman part.
Why?
Because Post-Crisis Superman can move, at his most, around light speed.
Silver Surfer can move MANY times faster than light.
Thus just take the figures above and make the decimal places start to JUMP.


Conclusion: The only way Xavier could/would win would be through SEVERE PIS/CIS.
Otherwise there is ABSOLUTELY no way Xavier could beat Superman or the Silver Surfer.
Or for that matter WonderWoman, the Flash, or Martian Manhunter (actually goodness help him if he tried to get inside MM's mind).
And obviously Plastic Man is 100% invulnerable to Xavier (he is a shapeshifter, which has always troubled Xavier ....goodness, he has problems with Mystique .....plus he has an 'inorganic' mind that even MM as Fernus couldn't penetrate).

Anyways, Silver Surfer is simply beyond Xavier (by light years ....literally), and Superman (while slower than SS) is still sooooooo fast that he could probably take a trip to Beijing and back, several times, before Xavier could even form a single thought.

SilverSurfer and Superman 10/10 (and if possible, 100/one ......actually make that 670 ,616 ,629/1 in the case of Superman, and for Silver Surfer make it 670 ,616 ,629 MULTIPLIED BY SEVERAL HUNDRED/1).

Xavier gets Xed!

Not to mention Kryptonian minds are highly evolved and near impossible to attack/dominate, plus Martian Manhunter, as described in one of the latest "World without a Justice League" issues with Batman and Green Arrow, they mention has taught all of the Justice League how to resist domination.
