It'd be a near stalemate between Surtur and Ymir at his high end showings, but if I had to pick, Surtur the fire demon wins. Destroying a Galaxy by simply forging a sword earns you some props.

Also, I think it's been pretty clear Surtur has always been Odin's greatest enemy. He gets more play than Ymir who is ignored for the most part.

Yea, Surtur has been Thor's rival more than anyone really.
