No, it was never confirmed. And since he didn't create Sidious, he cannot make such a claim.

He supposedly said that he never meant for Kun and Sadow to be more powerful than Sidious, but that doesn't mean they are or aren't. You could read that and think 'They weren't then, but they are now.'

Kevin J. Anderson is one of the most creidible sources out their. He is also the one who thinks its possible for a padawan to force push a fleet of 16 stardestroyers light years away. Teh guy is a laod of BS.
