Interesting scans.
The first time Surfer wins, and by fighting not just powerfully, but smart.
The second time Firelord wins, by attacking Surfer after Surfer had him down, but reached out in peace, rather than deliver a winning blow.

Surfer wins 7/10 ... although ...

Has Thor ever broken the surfboard? no he has not, but thor broke firelords staff once..

The Surfer would win the vast majority. Even Galactus claims the Surfer to be his finest creation. And, of course, we all know that Spidey beat Firelord. With a few breaks.
