Ok The Hulk has the potential of Unlimited Strength but he can't fly and he doesn't have powers besides physical ones. So lets add the Captain Universe powers three reasons he doesn't start off at base level strength namely 70tons instead he starts out 50 times more then 70 tons also he has the ability to fly and he would have damn near Indestructible Durability and some energy powers. Ok I see people will say Merged Hulk doesn't have the same limit of strength as the Savage Hulk or Mindless Hulk true but he did hold a 150,000,000,000 ton mountain for a minute and that was Merged Hulk so that level of strength is good enough for me. Plus he has Banners mind to use the Captain Universe power to the potential.
