who can build the most gadgets in 24 hours

I'd say Forge if they are in another room opposite eachother...

Reed could probably come up with A toaster that makes perfect toast while reading your newspaper for you, playing 80's rock, knitting a cardigan, brushing Fido, chopping up the lettuce, checking your blood pressure, scrubbing the loo, massaging one's feet, balancing the government's budget deficit, solving world hunger, and fighting off sentinels at the same time. Oh, and the toaster would be made out of Adamantium with a Vibranium coating, and have extra options available (including a mini-version of the Ultimate Nullifier plus coupons to get you Captain America's shield AND jobber aura for half-price)!

Forge would come up with a toaster that makes perfect toast while telling you the time and forecasting weather conditions over the next 2 days, and then make about a hundred of them an hour.

Forge wins when it comes to sheer quantity and nothing else over 24 hours.
