I believe the rule is that a "character" must be known more from a comic than any other outlet.

Let me explain this again. To be used in the "Comics Versus" forum that character MUST be best known for their comic books. Santa Clause is not best known from comic book appearances. Mr. Hanky the Christmas Poo is not best known for his comic book appearances.
