Imma throw it out ther and say that Jenny Sparks (from the Authority) trumps 'em all .

From that list, Electro, but he has the jobbing problem meaning he loses all fights, even against Venom, who is weak against electricity

I'm only really familiar with storm, electro, and jenny and I think jenny's more powerful, electrically, than the other two.

Electro. Even though I don't know her well, from what I hear Jenny Sparks is apparently a Goddess when it comes to electricity.

However, since I don't know her too well...my vote stays with Electro.

No one else on this list (sans possibly Jenny) can come close to his electricity manipulation abilities.
