I go with the Authority because of Jenny Quantium, the Engineer, and the Doctor. they would be the deciding factors.

Maelstrom and Mister Sinister could keep them busy while SP Hyperion is facing Supreme and Morg would break Apollo pretty easy and that leaves Juggernaut to take down the Engineer & The Midnighter and Morg to help Maelstrom & Mister Sinister

Authority is boned dry

the Doctor is far more powerful than Dr. Strange, The engineer can literally do anything she wants and she's one of the smartest people on this or anyother earth, plus teamed up with supreme, it's a wrap

Supreme is nothing to Morg

Morg could destroy everybody on that planet before Authority had a chance.
