Thanos (duh). Took over the universe multiple times.
Grandmaster- Manipulated Death into banishing the Elders from her realm
Elder Gods of the Norse- Trapped the Asgardians in the cycle of Ragnarok
Joker- Stole a portion of Mxy's power
Lex Luthor-Haven't read enough DC to point out specifics, but what else does he do other than scheme?
I haven't read any Lucifer, but people claim he's the best.

Gots to hand it to Xavier. Having so called clear judgement and choosing the lesser evil, he sure has the X-men fooled around too many times. PLUS, being a telepath, that makes him very dangerous, for he can alter people's memories and perecption. This guy is more than meets the eye.

I agree with the other people mentioned, but Adam Warlock is also a definite candidate for the master manipulator title. Considering that he, after all, isn't superhuman in terms of intelligence or anything, he's a damn good manipulator.

Well, Loki was able to gather together ALL the other manipulative, villainous, bad guys in the MU, and had them jumping through hoops during the Acts of Vengence storyline.
And, they didn't even know they were ALL working for Loki. He kept his identity secret until the end.
That is pretty impressive.
