He is damn close he fought Thanos and in the process destroyed a planet he also put down Champion with one shot. When Drax is dumb and not determined he is a Jobber like against Hercules,Thor,Maxam and Hulk. When he is determined to win he can be damn near unbeatable Silver Surfer & Warlock said the samething. He put up a good battle against Thanos.. P.S Not to say that Hulk or Drax won the fight but Drax had the strength,Speed and powers to take down Hulk he was just playing with the Hulk

Actually, he pretty much is (or was before his recent appearances that completely ignored his abilities in order to update him)
