How do I do them? I was trying but couldn't quite manage!

Select the layer you want the border on, right click it, click on Blending Options. Click on Stroke, tick the box, and if you want mess about with the settings. The press Ok.

You now have a border.

I have edited my first sig with a border! Thanks Bloigen
