The Shaggy man is now general Eiling and he is bad Ass. He really can't be beat. He had to be teleported away just to end the battle.

Here's how the fight goes down.

Hulk: Hulk is the strongest one there is.
Shaggy Man: I'm the hairiest one there is.
Hulk: *Thunderclap* Now hairy man not so hairy!
Shaggy Man: Ahhh, it's cold and I have shrinkage! *Runs away in shame*

Although Shaggy Man looks lame and has one of the worst names in comics, he is far more powerful than Hulk. The Justice League could take out Hulk, they have a much harder time with Shaggy Man (who later became the General).
