This might be a spite thread against SBP but i dont know for sure since i only know him during Infinity Crisis.. Well her goes:

Possessing the soul energies of a reality...

not saying who wins just yet but:

Lets say that silver surfer (classic) was about 1% of galactus power. Dont know about current surfer.
And the uni power grants the wielder 50X upgrade their usual power.

So that would mean Surfer with Unipower is 50% Galactus
