Hourman never really learned to use the Worlogog as well as others such as Metron or Extant. Also Hourman lacks the imagination and creativity to fully utilize it.

The stuff he did in the first issue of his series was more impressive than what Thanos did with the time gem.

Extant is the only one who was able to fully use its power. Read JSA 13-15
