This is a serious debate, Bugs has feats and such, if you would like to know something about bugs just ask away.

I seriously do think that a blood lusted Bugs Bunny could destroy SS effortlessly.

Not only is Bugs durability beyond top tier, his offense powers and variety surpasses most comic characters.

Does SS get prep and access to ACME tech?

SS and RKT get one day prep before the fight.

ACME tech is stricly for Bugs, not only does SS not have access to ACME tech, he doesnt have the knowledge of how to use it.

Well going by feats and on panel showings I think Bugs beats out SS.

Unless we forget that Bugs walks throgh megaversal implosions and explosions like they are nothing.
