Without speedblitz, the Authority wins because of the Doctor.

This has been done more than once.

And yes, exactly what Val said. No one on the mainstream JLA roster should be able to counter The Doctor. Flash is the only one capable of killing him before he can single-handedly end the battle.

So if there's prep or shields are allowed prior to the fight, Authority wins. If it's a "Ready? Go!" scenario, JLA wins via speedblitz.
