Stormphoenix, had absolute control over all aspects of weather. She erected a benevolent dictatorship on Earth (IIRC, Magneto even worked for her), drawing young mutants to her side and freezing the superbeings who opposed her in the atmosphere (FF, Avengers which included Thor and SHIELD).
