he is, but his psychic abilities are VERY weak and he can only control the weakminded which batman isn't.

He does have the ability to mind-transfer (like doom does) so the scenario goes..

batman begins trashing the leader physically, until leader mind transfers himself into batman's body, making himself superintelligent AND peak human.

batman finds himself in a substantially weaker body that he just beat the hell out of, where his skills are nigh useless.
