It's not capable of challenging Living Tribunal. I'd say the power of Star Brand, in the hands of a right wearer is about Cosmic Cube level.

Star Brand - It's more powerful because you can have multiple versions of them , by transferring the brand you keep about 10% of the power stored in your body which should eventually return to it's former power levels. Not to mention the variety of effects it can have and the whole 'super-powering the population' thing.
