Isnt Classic Juggs imprevious to physical damage? Among the fighters there only Sentry can mind rape him so he may have the best shot.

Does that mean that a said character can still use speed to their advantage?

(i.e. can a character use their speed to dodge/avoid being punched)?

In that case I'd go with good 'ol Classic Juggs.

With his forcefield up, I doubt anyone else could harm him in any way.

they don't have to be all the same but at least on the same level i just don't want it so that guys like superman rule the match just cause of his speed there can still be a difference in speed just not a great difference

Depends on if people ganged up on each other but I would give it to the Hulk, I think it would be a long fight between him and Juggs but I think he would finally get strong enough to hurt him.

When Onslaught ripped the gem from his chest he was severely weakened. And War Hulk didn't put a scratch on him.

That doesn't necessarily mean he could win. Juggernaut can survive and continue fighting even as a skeleton. Not to mention, he has a healing factor.
