Surfer has at least 2 head-2-head victories over FL. They're close, but Surfer is better.

And that decides it really. Once FL is down, Surfer helps out with Juggs.

Exactly! SS even without an upgrade is better than firelord. I am pretty sure FL even admits this when trying to convince SS to stay with him and Red Shift.

I think he's just saying that Surfer is the deciding factor in the fight, not Hulk or anyone else.

No different than if Surfer lets loose with a planet-busting blast.

FL can definitely hurt Surfer and give him a good fight, but Norrin's always been written as the top herald (excluding things like Destroyer and Tyrant).

People think Firelord will give SS a good fight he won't When SS was bad he made firelord beg for mercy.

The only time firelord stood a chance is when SS didn't want to fight him.

SS takes on guys who have defeated multiple heralds.
