Punisher wins. Night Raven can't heal from a headshot, and Frank has more accuracy/reflex feats.

But not gunshot wounds that turned his brain into paste. Punisher has ignored body shots (through his kevlar) before, and unlike Night Raven, he consistently gets head shots.

But he is immortal. I believe he wouldn't let Punisher shoot him in the head.
