I don't know enough about the GI Joes. Any sort of feats for speed or strength for him? Any sort of skill measuring stick you could use for us?

Heavy Duty, as in Roadblocks cousin? isn't he a heavy ordanance specialist, rather than a hand to hand fighter?

I would say strength advantage to Heavy Duty but hand to hand the advantage has to go to Punisher as I think he would be more skilled.
