Batman. I believe Bruce was holding back in the Red Hood series because he felt bad because of what happend to Todd. if he really wanted to, he could whip him.

Its hard to belive he was holding back in theyr very first figth when he didnt knew who was behind the hood, by then.

Batman, still. Todd has become quite good but hes not Batman lvl H2H, yet. If ever. I belive he is on the round to eventually become Batman`s lvl in prep if his good showings continue to cement that, tho.
