Tactician as in a field tactician? Panther is way better anticipating possible problems than Cyclops will ever be, Cyclops is more the squad leader type of guy.

Panther on both cases. In his first showing he punked the F4 with his tactics and skills. Cycke cant even beat his oppressive girlfriend without losing his powers....

I'd say Cycke for tactics. He has been through sooo much over these years leading the X-Men and taking responsibility for his mistakes and make the right decision even in a crtical situation.

ummm, who the hell cares about tactics? how bout who would win if they actually fought? i say black panther.
