My guess is Manhattan. Jeroen and even Habib can't reconstitute themselves after subatomic dispersal.

But honestly, The Watchmen is the book that is least concerned with power levels and "feats" than any comic I've ever read. It doesn't really matter...Manhattan serves the story brilliantly, and that's the main point.
