So who wins in these two scenarios?

Def Riggs in both scenarios.

He shot that smiley face in target practice with speed & accuracy.

Hand to hand...even injured & in pain Riggs' killer instinct prevailed.
Reacher had some nice moves but seemed to rely more on intimidation & a fire arm.

Reacher killed a guy with a human shield it's a toss up.

I'll disagree with you that reacher relied on intimidation.
A baseball bat hit didn't slow him down. Riggs would be finding out the hard way he bit off more than he can chew.
