Loki easy. Drax hasn't shown anything much that puts him on Loki's level. Which is a shame really, I was really looking forward to a live-action version of Drax.

I do not think Drax is popular enough for Marvel, make a movie solo. Even the Hulk is leagues above the Drax in popularity, it is difficult to make a new film.

Oh I don't mean that he should get his own movie, was just excited to see him in a live-action movie (GotG) and see how they portrayed him.

I was pretty disappointed. He was really depowered (so was Gamora) and both were lacking the hard-edged homicidal tendencies they're supposed to have.
