Has anyone seen the sequel? He's even more badass now. He's pretty much a sniper despite dual wielding M4A1's. And he's Equalizer level when it comes to getting things to go his way and prep.

Lol no. he was no marksman, and marksmanship is what it will take to shoot the valve on the guys back. That's IF Bill figures it out. And remember, it only worked for Riggs because Murtaugh distracted the guy. No way in hell does he turn his back on Bill.
He can blast away all he wants on the guy but dude has armor just like Bill has. Also, if Bill takes cover behind a car or something, dude can just spam the car with fire and advance on Bill, eventually burning him to a crisp.

You whacked,son. Flamer guy had multiple unarmoured points; the only reason he wasn't downed earlier is because Riggs and Murtaugh both have shit aim (at least in that scene).
Bill unloads twin SMGs, they're hitting fleshy bits and flamer-man goes down.

The guy had multiple unarmoured spots, after a few shots failed to penetrate the armored bits, they could have aimed elsewhere. It was a silly/stupid scene.
Rampage could have .22 rounds, and they'd still penetrate the unarmoured bits. So your "pwned" has been revoked.
I qualified it with "in that scene", so calm yourself.

The vid's right above you, dude. All the shinier silverish bits are not armour, it's the flame resistance suit he's wearing under his armour. His hands and most of his arms and legs are not protected.

Riggs might have only gotten a clean shot because of Murtaugh's help, but to think Bill won't realize that the guy has a fuel tank on his back is ridiculous.

No. The guy made it a point not to turn his back on Riggs. Riggs was adamant that Murtaugh needed to distract the guy so that he turn so Riggs could get a shot at the valve.
If dude has only Bill to focus on, you really think he will turn his back on Bill? Get real, man. He won't. Also, Bill was no marksman, even IF he got a clean shot at the valve he might not hit it as easily as Riggs did.
Number two is key. Number two is what wins it for flamethrower dude.
