Who wins In a footrace Flash was IIRC confirmed to win that race across the US against Superman, who can travel around the world in moments. Quicksilver doesn't have feats on that level, so Flash wins.

In a fight Flash kind of sucks and is just as liable to hurt himself as he is to beat Quicksilver. Quicksilver by comparison seemed to have a better handle on how to utilize his speed. I could see a split or a slight edge to Quicksilver, since he also seems to be able to hit harder than Flash.

Quicksilver also showed better reaction speeds as he saw both Mjolnir and bullets in slow motion. In comparison Flash saw Bruce's batarang in a similar speed. So he saw a shuriken thrown by a slightly stronger than a really strong guy around the same speed that Pietro saw a bullet and a hammer that can reach orbit in moments.

I can see Flash winning a race, but not a fight.

Based on feats, Flash is faster in terms of pure speed, but he's a really bad fighter. And Pietro's striking power and blunt force durability is actually quite impressive. I feel like if Flash was just a bit more competent, he'd take it comfortably. But as it stands, I kind of feel like Pietro might have it.
