Its close for sure. Im going with Ozy though. The Watchmen were portrayed as borderline Superhuman in strength. And Ozy was extremely skilled.

Didn't he just let himself get shot? So either he has very good bullet proof gear, a healing factor or is Immortal. Was it explained? I cant remember and I didn't read the comics.

Still, Ozy is faster, stronger and arguably smarter and more skilled. If V can't touch him...

In the movie, V had a big ass metal plate he strapped to his chest. But when he took it off its revealed it stopped maybe 2 or 3 bullets. There were multiple holes all through it so he basically just ignored the pain until he killed everyone he needed to kill. And I believe it's hinted the torture/experiments they put him through enhanced his physical abilities.

Great matchup from two of Alan Moore's comics adapted for the silver screen.

I'll put it like this in terms of ranking:

Rorschach ≤ Nite-Owl II < V ≤ Ozy

You have differences between Rorschach and Nite-Owl II like size, tenacity, and technology. The reason I bring them up is because Ozy soundly defeated them in both the comic (while smiling) and the movie. Snyder of course put in the superhuman Blade/Spider-Man-style leaps from Ozy and the slow-motion kicks and chokeslams.

Ozy has two sequences in which he maneuvers around the gunman at his office lobby and Silk Spectre II while they fire from revolvers and subdues them both. He also tosses the chair to deflect and knock over Dan when Dan fires his laser pistol.

V tanks Creedy's men shooting him in the subway, moves fast enough to kill them all before they reload except for one dude who catches a knife with his head and Creedy, tanks five or six (can't remember the revolver size) more rounds from Creedy, then picks up Creedy and snaps his neck.

Strength goes to Ozy.
Agility goes to Ozy.
Skill is a wash.
Reflexes and environmental awareness are a wash.
Durability (handedly) goes to V, though Ozy was unfazed even by heavy-hitter Nite Owl until Ozy let Dan punch him repeatedly.
Speed also goes to V.

Personally, both characters are fascinating in their own way (Ozy the prototypical billionaire philanthropist hero that becomes the villain; V the never fully-explored force of nature protagonist that dies passing on his personality as an idea to Evie and the people of London), but just depends on whether V's durability can withstand Ozy's strength and fighting skill advantage to get some hits in. If V can get some knife strikes in, he wins. If Ozy does the five d's of dodgeball long enough to deliver some consecutive power hits to V, he wins.

Perception speed is the most important attribute. Then comes arm movement speed.
If Ozy can catch a bullet then he would clearly see V as a near statue.
Ozy can move his hand in relation to the movement of a bullet. He would easily tag V and easily block or parry any attacks.

Running speed is meaningless if it's significantly slower than bullet speed.

Ozy for sure, though it was a bit more implied in the comic, Snyder was not quite as subtle (there was a folder on Ozy's computer desktop labeled "Boys"wink.

Dawg...V moved a grown-ass man in the path of bullets from a cop's pistol when he is escaping the TV station. The cop shooting tried to aim around to hit V, but couldn't. Granted, a human body has a lot more area than a hand, but V nonetheless blocked the bullets using a body then flung it overhead and stabbed the cop in one fluid motion.

Not saying Ozy couldn't do it, but playing Ozy up to be some massive speedster while portraying V as being far slower is ridiculous. Not to mention V moved fast enough to kill everyone before they reloaded and after he had been shot a couple dozen times at least. For a street-leveler like V, that is a HUGE feat. Ozy is not moving at any kind of speed after being shot by automatic gunfire; heck, Captain America, WS, or Black Panther without his suit couldn't replicate V's feat of getting shot multiple times and then blitzing all of Creedy's fingermen.

I'm not outright stating V wins, I actually think if V can't get a stab or slash in on Ozy, Ozy will eventually outfight him, as V has never faced an opponent of Ozy's caliber. V faces off against government bureaucrats and fodder state police, while Ozy handedly beat Nite Owl II and Rorschach. There is only so many punches or kicks of Ozy's power that someone like V can handle before he gets overwhelmed.

Prove that V did this AFTER the bullet was already on its trajectory towards hitting him and in which the act stopped the bullet from striking him.
Otherwise we have possibly aim blocking.

Moving fast enough to kill before reloading takes seconds. Catching a bullet takes milliseconds. That's 2 orders of magnitude greater.
Also they were standing around watching before they decided to reload. You clearly see them doing it at different times (one after the other).
