He did seem to have an inexhaustible power supply in that movie. He grew and got stronger the madder he got and his father (The Absorbing Man I guess) couldn't handle the constant barrage of gamma energy he was emitting. He was tossing and busting some pretty serious stuff when he escaped the underground facility. He also showed super speed running.

The 2003 Hulk was easily the most powerful incarnation on film.

It was a weird hulk...a "no limits" argument come to life. which manages to also serve as the main plot device. What if hulk reached that level while fighting instead of just pushing out radiation. I think he had the potential to be a vs forum champion and who knows...maybe beat Thanos. Thankfully that was all left ambiguous since it really wasn't a very good movie imo

Hulk isn't fast enough to stop a serious Hancock. Plus, Hancock could just BFR him or fly him into orbit.
