OH My. I'm going with eradicator 6/10. Tho I want to say 5/10 each.

Eradicator 9/10

Unless the Captain Atom being used is at his over the top universe building/destroying self.

And yes...Harvey is probably the most powerful black hero I can think about outside of Spawn and Spectre.

Does anybody else get the impression that Captain Atom is awesome... but sorta jobs and rarely displays his scope of power when in good guy mode?
