Hard to call, Black panther is bats superior physically, but bats is no pushover in the skill department.

Batman reverses ambar with his own, breaks T'Challa's arms and then takes him completely out.

To be honest I'd say BP takes it assuming they both have their standard equipment. Black Pantheri is Batmans superior phyically by a small margin, but Batmans def more skilled, however, not equipped well enough. Vibranium ftw.
