Based on the way he ran circles around WW and Supes, I'd say Zoom more often than not.

Zoom is faster than most incarnations of the Flash. Thor's screwed. Even if he starts in the air, Zoom will nail him.

His chronokinesis makes him nigh-impossible to hit. In fact, in some ways, he's actually harder to hit than Flash. Flash is just moving fast, Zoom is manipulating time relative to himself.

Thor wouldn't get a chance to blink let alone pull something like this off.
Unless Zoom sits there and waits 10 years in his time reference for Thor to pull this off.
Since that is how long it would take Thor revative to Zoom's own time reference.

Yes, however this was a much older version of PC Superman. Assuming he was on the same lv as his younger self without it actually being displayed on panel is completely speculative.

Yes. He's not hindered at all by the atmosphere, considering he manipulates time, rather than actual speed... it only looks like super speed.

Many characters have destroyed dimensional barriers. Hulk, Thor, Hercules, etc. However this doesn't place them on the lv of PC Kryptonians. The E2 Superman that appeared during Infinite Crisis was not at the same Lv as he was during the Silver Age.

You must never go on what Thor says on panel as proof. For he contradicted himself in a later comic saying that he can swing his hammer twice the speed of light and throw it at the speed of light (and not multiples).

Second, it is speculative whether he can throw it at the speed of light anyway. There's no proof (except his talking).
Other than that, assuming at his maximum throwing speed, he stills needs time to whirl the hammer in a circle to build up enough speed.
For almost every Thor comic shows this. Even when he's striking (as in cracking the celestial dome). Or even when he's about to fly.

Fact: He has never been shown to throw his hammer at light speed or beyond without whirling it in a circle first (albeit after a few seconds at least). And that is assuming his talk is credible.
