Since these are the four strongest guys in SF, which pair wins?

All at their absolute best. Way I heard it, Akuma beat a vastly weaker Bison.

Team 1 but I thought Ryu was one of the most powerful in SF or does he have the potential to be the best?

He has the potential but from what I know, he doesn't have the feats to match these guys.

Team 2 wins.

Bison presses a button to channel his psyco drive and blows up the location Oro and Akuma are in. Since every fighter is probably nearby they all die...and Gill resurrects.
