Who's weaker, someone that can lift a thousand pounds, or someone that can lift nine hundred pounds?

Just because they're both pretty damned strong, one is still weaker than the other.

Thusly, if you group together every single character that can beat the current Hulk, there will be a 'weakest.'

In a forum fight, Doctor Strange would have never warned the Hulk. Instead of telling him "I could end you with a gesture" he would have simply gestured. .
